Established in 1990, the State Labour Inspectorate of the Republic of Lithuania plays a vital role in keeping workplaces safe and compliant across the country. With a team of 320 employees, the organisation supports employers and workers through inspections, guidance, and education — helping prevent labour disputes, workplace incidents, and occupational health issues.
At the heart of this work is a commitment to protecting people. But to do that effectively at scale, the way training and certification were delivered needed to evolve.
When in-person processes slow things down
Before adopting Moodle LMS, the Inspectorate relied on a bespoke system designed mainly for running in-person exams. While it supported question creation and basic result tracking, the process itself was heavily manual and resource-intensive.
Exams required physical venues, proctors across different regions, and dedicated equipment such as tablets. Staff were often pulled away from their core responsibilities to organise and manage these sessions, adding pressure to already busy teams.
As demand grew, it became clear that this approach wasn’t sustainable. The organisation needed a more flexible, efficient way to deliver exams — one that could reduce logistical complexity and free up time for higher-value work.
Moving to a more flexible, digital approach
To support this shift, the Inspectorate partnered with Moodle Premium Certified Partner Vextur to implement a more modern learning and assessment platform.
With Moodle LMS in place, exams and training could be delivered remotely, giving users the flexibility to complete assessments at a time and place that suited them. Automated certification removed the need for manual processing, while integrated proctoring tools helped maintain exam integrity.
New capabilities, such as digital signatures and improved identification processes, also made it easier for a wider group of users — including international participants — to access and complete exams.
Behind the scenes, Vextur worked closely with the Inspectorate to tailor the platform to its specific requirements and integrate it with existing systems, ensuring a smooth transition and a solution that fit the organisation’s day-to-day operations.
Saving time, reducing costs, improving trust
The impact of the new Moodle-LMS-based approach has been immediate. By removing the need for physical exam sessions, the Inspectorate has significantly reduced administrative workload — particularly at a regional level — and freed up staff to focus on their core mission.
Costs have also decreased, with no need for venue hire, equipment, or travel. At the same time, automating key processes has helped improve consistency and transparency, reducing the risk of errors or interference in exam delivery.
A foundation for the future
With a more flexible and scalable system in place, the State Labour Inspectorate is now better equipped to support its work across Lithuania.
Looking ahead, the organisation plans to continue building on this foundation — using Moodle LMS to expand access to training and strengthen its role in promoting safe, compliant workplaces.
